China and Indonesia Hold the 2nd Ministerial Meeting of China-Indonesia Joint Foreign and Defense Dialogue

On August 21, 2026, the Second Ministerial Meeting of China-Indonesia Joint Foreign and Defense Dialogue was held in Jakarta. Foreign Minister Wang Yi and Defense Minister Dong Jun co-chaired the meeting with Indonesian Foreign Minister Sugiono and Defense Minister Sjafrie Sjamsoeddin. The two sides conducted in-depth strategic communication and reached a series of important consensuses.

Wang Yi stated that the China-Indonesia Joint Foreign and Defense Ministerial Dialogue is the first ministerial-level “2+2” mechanism China has established globally, providing a new platform for strategic communication between the two countries. The first meeting has effectively boosted political security and defense cooperation, jointly safeguarding the legitimate interests of both sides. Over the past year and more, the international landscape has undergone profound changes. Changes unseen in a century are accelerating and international challenges are emerging one after another. As major developing countries and key members of the Global South, China and Indonesia should foster closer solidarity and cooperation in a timely fashion, and this bears significance far beyond the bilateral dimension and will play an exemplary and leading role at regional and global levels. China stands ready to work with Indonesia to implement the strategic consensus reached so far by the two heads of state, jointly consolidate the foundation of political security cooperation, and advance the building of a community with a shared future at a high level, so as to better benefit the peoples of both countries and play a greater role in promoting regional and global stability and prosperity.

Wang Yi said that the world is currently at a crossroads between unity and division, and between cooperation and confrontation. More than 70 years ago, China and Indonesia joined hands to make historic contributions to the success of the Bandung Conference, promoting solidarity and cooperation among Asian, African, and Latin American countries. Under new circumstances of the era, China and Indonesia should continue to carry forward the Five Principles of Peaceful Coexistence and the Bandung Spirit, pool the strength of developing countries, and jointly advance Global South cooperation. China stands ready to strengthen strategic coordination with Indonesia on such multilateral platforms as the United Nations, APEC and the BRICS, advocate an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, and advance the development of a more just and reasonable global governance system.

Dong Jun stated that in recent years, under the strategic guidance of the two heads of state, bilateral defense cooperation has improved in both quality and efficiency, setting a model for new-type defense cooperation among the Global South and major developing countries. Currently, the global transformation has entered a new cycle characterized by the escalation of systemic crises, and the region faces multiple security challenges. China is willing to work with Indonesia to advance cooperation in defense and military development from a strategic perspective to further tap the potential for defense cooperation, create more highlights in bilateral cooperation, and provide solid security safeguards for their respective development. Together, the two countries can play a pivotal role in regional stability, and inject more stability, certainty, and constructive energy into a world marked by intertwined turbulence and instability.

Sugiono stated that against the backdrop of the current challenging international landscape, the Second Ministerial Meeting of Indonesia-China Joint Foreign and Defense Dialogue is of great significance, fully demonstrating the high level of strategic mutual trust and strong willingness for cooperation between the two countries. Indonesia appreciates China’s firm support on issues concerning the safeguarding of Indonesia’s national sovereignty. Reaffirming its firm adherence to the one-China policy and opposition to any external interference, Indonesia stands ready to broaden its cooperation with China covering counter-terrorism, law enforcement and the fight against cyber-fraud, while stepping up intelligence-sharing and capacity-building, so as to deepen communication and coordination under multilateral frameworks such as ASEAN-China, and jointly safeguard regional peace and tranquility.

Sjafrie Sjamsoeddin stated that since the first ministerial meeting of the Dialogue Mechanism, the good momentum of bilateral military cooperation has been further consolidated. Indonesia is ready to strengthen strategic communication with China, enhance exchanges between the two militaries, and deepen cooperation in areas including defense, maritime security, cybersecurity, online gambling and telecommunications fraud, as well as transnational crime, so as to firmly safeguard regional peace and stability and jointly address global challenges. As long as the two countries maintain their brotherly friendship, the comprehensive strategic partnership between them will continue to achieve new progress.

The two sides exchanged in-depth views on international and regional security issues of common concern. They agreed on the need to balance the two major tasks of development and security, and to unite in addressing various external challenges. They agreed to foster a sense of security partnership, support each other’s core interests, jointly oppose external interference, keep the future of their nations and peoples in their own hands, provide a better guarantee for their respective modernization processes, and make greater contributions to world peace and development.

The two sides spoke highly of the role of the “2+2” mechanism and agreed to continue relying on this important platform for strategic communication to deepen solidarity and cooperation, and to promote positive progress in political security and defense cooperation.

The two sides also agreed to strengthen law enforcement and security cooperation, including cracking down on transnational crime and pursuing fugitives and recovering illicit assets, and to support participation in international efforts to combat telecommunications fraud. They also agreed to implement maritime security cooperation documents and safeguard the safety of and unimpeded access to key shipping lanes.

The two sides will deepen defense cooperation and promote the normalization and institutionalization of practical cooperation in equipment technology, joint exercises and training, personnel training, and maritime security, so as to continuously improve quality and efficiency.

The two sides jointly advocated the Asian security model that features sharing weal and woe, seeking common ground while reserving differences, and prioritizing dialogue and consultation, so as to safeguard the overall momentum of regional cooperation and maintain peace and stability in the South China Sea.

The two sides also expressed readiness to carry out more cooperation under the framework of the four major global initiatives and jointly uphold the multilateral trading system. The two sides also agreed to strengthen coordination on the Middle East issue and actively promote peace and cease hostilities.

Both sides agreed to effectively translate consensus into outcomes, set an example for the solidarity and self-strengthening of developing countries, and make efforts to safeguard peace and promote development.
